Union St. CEI RFQ - AP-NBRC-206

The Town of Whitefield, New Hampshire, requests interested engineering firms to submit qualification statements for Construction Engineering and Inspection (CEI) of record services to replace water main in tandem on Union Street (Route 3).

The project will replace up ~2,000 linear feet of 10” clay, lead, jointed water main. The project will be done at the same time as State Project #44158, which includes a new closed drainage system, curbing, and sidewalk reconstruction along Union Street (Route 3) for ~1,000 feet. The purpose of this project is to improve the obsolete waterline at the same time Union Street (Route 3) is under construction for the storm water and sidewalks. Firms listed on the NHDOT LPA certified list are invited to provide a qualification statement, which is to include the following:

1. Company overview
2. Resumes of staff
3. Consultants who may be used
4. Experience and ability to perform with similar projects
5. NHDOT LPA certification
6. Experience with State and Federal funded projects
7. Availability to perform the work within the desired timeframe.
8. Minimum of three (3) references.

A technical proposal, including understanding and project approach, is not required at this time and will not be reviewed if submitted.

The Town of Whitefield will review a minimum of three (3) Statements of Qualification and reserves the option to conduct interviews with selected firms prior to final selection. The Town intends to proceed under the New Hampshire Department of Transportation (NHDOT) Local Public Agency (LPA) Program for the State Project. Funding for the waterline project has been approved by the Town and will include Federal participation. All services shall be performed in accordance with applicable NHDOT LPA requirements and all State and Federal regulations. The project is anticipated to be advertised following consultant selection, with all construction engineering and inspection services to be completed no later than December 31, 2026.
